[Prealpha] Note Watch Detail Block - Minor UI Issue

Description

There is a minor UI issue with the new Obsidian Note Watch Detail Block. When you go to select the Watcher Person, and you hover over and then select the "Select Self" option, the Select Self Tooltip appears, but never goes away.

Actual Behavior

Select Self Tooltip does not disappear.

Expected Behavior

Select Self Tooltip should disappear.

Steps to Reproduce

• Go to https://rockrmslatest.com/admin/system/note-watches
• Add a new Note Watch
• Add a new Watcher Person, and select the "Select Self" option.
• See the Select Self Tooltip does not go away.

Issue Confirmation

• Perform a search on the Github Issues to see if your bug or enhancement is already reported.
• Reproduced the problem on a fresh install or on the demo site.
