When I try the Fine Tune API I am getting this error "Fine-Tuning is currently available in Limited Preview for select customers only". when will this be publicly available?

I’ve come across the “Fine-Tuning is currently available in Limited Preview for select customers only” error while trying to use the Fine Tune API. Could you let me know when it will be open to all users, or how I can apply to get access sooner?
