NotImplementedError when using the function ov.pp.scale()

Sometimes,function ov.pp.scale() doesn't work and it raises NotImplementedError:float 16.However,function sc.pp.scale() works.It is strange because two functions seem to be the same in their approachs.Hopefully the problem could be solved.Thanks!
