Virtual machine for executing the smart contract

Device a virtual machine (like EVM) to execute the smart contract code on validator's node. The current setup relies on rust runtime for this.
The current setup is subject to security loop holes - validator code can be modified locally to approve transactions / blocks

Need to identify proper solution
