Improve repair_antennas to handle violations due to cumulative area ratio (CAR)

Description

The ihp-sg13g2 platform has antenna violations due to cumulative antenna ratio. The current approach for antenna repair (diode insertion) isn't good for this type of violation, and a better technique should be developed.

Suggested Solution

Jumper insertion was already implemented and is being tested. This can be an alternative, but other techniques should also be investigated.
