Videos loading very slow and constantly buffering

I updated everything including the server and rebooted but still any video I try to view loads very slow and keeps buffering throughout the video. I don't know really what changed but we usually have a much faster loading time without any delays.

Here is a link to try and view, its only a 50M video file.

Please let me know if you experience the same lagging as I do and my users.
