Is this an automated process, or could you add a manual step (or script it)? You would create a Translation package with rewrites the XLF and adds inline tags.
So the resulting XLF would look something like this: Your unwanted tags/code would get caputered in those tags which appear as "peaceables" in Weblate:

My CMS System exports documents in XLIFF format. This XLIFF has
<bpt>and<ept>tags with HTML contents, which not relevant for translation. Is it possible to hide this content for the translator in Weblate?See http://docs.oasis-open.org/xliff/v1.2/os/xliff-core.html#bpt
