Summary

For #1594

In the new ETL, plugins are user-provided loader components that receive transactions as a vector or one by one depending on the spec exposed by the plugin.
The plugin needs to be able to execute arbitrary code against the incoming data.
This task is about creating the plugins system and writing tests for it.
