Rangefinder of NATO Laser Designators works differently from CSAT's #10336

Description:
NATO Laser Designators cannot rangefind without enabling laser designation.
However, CSAT Laser Designators do not have the same limitation.

Steps to reproduce:

  1. Enter the ACE Virtual Arsenal (or any other mission)
  2. Take a NATO Laser Designator (sand/olive/khaki variant), rangefinding with "T" is disabled, only enabling the laser designation with LMB will show a constantly updating range indicator at the top of the optic.
  3. Take a CSAT Laser Designator (hex/green hex variant), rangefinding with "T" works without requiring active laser designation.

Expected behavior:
All laser designator variants should work the same, either one way or the other (see additional context).

Where did the issue occur?
Issue is consistent everywhere.

Additional context:
Discussed the realism of the NATO Designator limitation with @BaerMitUmlaut on the ACE Discord.
IRL designators like the SOFLAM and PLDR appear to use the same laser for both designation and rangefinding, which would make a single button input for both functionalities plausible, like the NATO designator.
However, more modern designators (like the AN/PED-1) appear to be often marketed with "laser designator" and "eye-safe laser rangefinder" defined separately. It would be plausible for those functionalities to use different inputs, like the CSAT designator.
