Disable practice of a given place #101

User should be allowed to specifically disable a place from practice.

There are two possible use cases:

temporary - one of confused pair of places (user action with advice of the system)
permanent - user wishes to learn only a subset of places on a given map that he/she needs for school

Required GUI:

in practice add "Disable place" button
create a disabled places management page

slaweet added the enhancement label
