Proposal for content of 0.4.0 release

We've moved to using milestones (that's what they are for after all), and you can see milestone 0.4.0 with the closed (done) and pending items before we release it.

Main addition feature wise will be ability to connect to a remote Pi using Tcp, with just the IP and Port - providing you can reach it (firewalls and all...).
