How to translate deck header with brain-brew==0.3.2(EN&CN)

本情况目前仅针对 ultimate-geography v5.0 使用brain-brew==0.3.2构建可能出现的问题，我们项目应该会适配到最新版(>=0.3.6)

This situation is currently only for building ultimate-geography==v5.0 with brain-brew==0.3.2, some possible problems may happen. Our project should be adapted to the latest version (should be >=0.3.6)

针对卡组的介绍页，我们加入了多语言的支持，可以通过如下的修改然后增加src/headers/desc_zh.html来修改对应的desc.html，需要注意这里我们以中文为例(编号：ZH，下同)

For the introduction page of the deck, we have added multi-language support. You can modify the corresponding desc.html by modifying the following and then adding src/headers/desc_zh.html. Note: We use Chinese as Example (Language code: ZH, the same below)

2. 编码集的问题 / Encoding issues

desc_zh.html推荐编码集为UTF-8，但是可能会遇到编译的一些错误，具体可参考brain-brew#39

The desc_zh.html recommended encoding set is UTF-8, but some compilation errors may be encountered. For details, please refer to brain-brew#39

我这里有两种针对中文Windows的解决方法

I have two solutions for Chinese Windows

1. 修改desc_zh.html编码集为你操作系统的默认字符集(一般GBK/ASCII即可)，但是这个方法并不通用，改完很多其他地区的朋友就会无法使用brain-brew来构建Build文件夹了

Modify the desc_zh.html encoding set to the default character set of your operating system (usually GBK/ASCII), but this method is not universal, and many friends in other regions will not be able to use brain-brew to build Build files. Clipped

2. 做如下修改直接修改python已安装包brain_brew中的html_file.py，这个方法可以保持我们代码的同步性(推荐)
