0.4 - improved somewhat release

Improvements in this release include:

• Added arm64 build for Debian.
• Added amd64/arm64 tarballs.
• Added additional Debian targets (also Ubuntu).
• Wait for dbus to be up before checking systemd status.
• Force-enable systemd-machined (fixes #2).

There is also an experimental (untested!) Arch package.

0.3 - alpha testing release

First testing release. Nothing to say about it that isn't in the README.

Currently only available for Debian bullseye, bookworm, and sid on amd64, although anyone who can handle apt packages is welcome to try it.

Please give it a try and let me know how it goes. Your feedback is how arm64 and releases for other platforms happen.
