Swap editor components

Currently using ngx-quill as the WSIWYG editor for meteorological / hydrological / additional information fields. The support for using this component with material has evaporated. Can either fix so that existing wrapper works with newer versions of the dependencies, or look into using another component ...

Some options investigated:

• ngwig
• angular-medium-editor

Acceptance Criteria

• Choose editor component that is well supported by angular and material that will allow upgrade to latest versions of angular
• Can upgrade to at least angular 17.3
• editing components continue to function

Other option would be to stick with the status quo using ng-quill component, and figure out how to fix so upgrade to latest version of angular can take place
