Order alerts on homepage (alert list page) and add last updated timestamp #77

The root page for the application shows a list of all the existing alerts . Not sure how this page is currently ordered, but it should be ordered by the update date field for the alert.

When performing the update, also include the update_date date to the list of alerts.

Only active alerts should be included in the default view:
* The backend will return all the alerts, however only show alerts that are currently active. Exclude any alert that have a status that is not 'active'

if easy to implement can also configure the view to be sortable by clicking on the column header in the table. If not easy will defer and create new ticket for this
