Expose API (and swagger doc) to Public via Route

Would like the ability for other systems and / or services to utilize the api that has been created to support this application. Currently the API is only available as a service restricting it to other services in the same namespace.

This ticket will see us creating a route to expose the API making the API itself and the associated swagger doc publicly accessible.
