Every page that is viewed in the alerting app should have a description of what the different alert levels are.

Text can be retrieved from this link:
https://www2.gov.bc.ca/gov/content/safety/emergency-management/preparedbc/know-your-hazards/floods/during-flood#advisories

The descriptions should also include the standardized icons (as described in issue #93
