Grey out unselectable elements

When searching, it's too easy to skip over all of the text and go straight for the search box/radio buttons -- which is confusing when it doesn't work. Instead of (or in addition to) numbering, can we grey out (or remove) the parts that aren't selectable until a server is chosen?

Also, suggest changing the text in part 1 to:
"Select the server you want to search (you can add more servers in your account page):"

Then in the dropdown call it "Public BCO Server"
