Should we set BUILDKITE_AGENT_META_DATA_QUEUE?

Should we be setting this on our agents?

Seems like the idea is that you can have a dynamic pipeline step that dynamically passes the same queue tag that it was queued with. This variable isn't currently set on our agents, shouldn't be hard to add though, we just have to pass through the queue tag, which we already have available
