[Progress bar]: Evaluate SSW progress bar vs Carbon progress bar 🌳

The problem

The Sustainability Software PAL's progress bar was worked on and published around the same time as Carbon's progress bar without realizing the overlap.

These two components are stylistically similar but function differently, as the SSW one is a static progress bar showing progress during a certain point in time, whereas the Carbon one dynamically shows progress while data is processing.

The teams who requested this component within SSW had looked into using the meter but a lot of adjustments would have to have been made and it didn't seem appropriate to pull in a chart type for the pages that needed this component.

For the Carbon team to evaluate:

• Should these two progress bars be combined and the guidance include both processing progress data and static progress data?

The solution

• Carbon team to evaluate the Carbon progress bar and SSW progress bar and see if it makes sense to consolidate variants
• Carbon team to look at the examples and use cases in the SSW progress bar guidance to see if there is any examples to add to Carbon's progress bar
