[Tabs]: Action and overflow extensions 🌳

The problem

This is part of the effort to consolidate the Sustainability Software PAL's tabs extension and Carbon's tabs component

The Sustainability PAL's tab component includes additional functionality to Carbon's tab component. A lot of these extensions came out of the dashboard pattern

Additional tab extensions:

1. Tab actions: Carbon has the close action already, but we also have the overflow menu option
   

2. Add button: This allows users to add tabs to the flow. Carbon already has basic guidance but opportunity to align
   

3. List all button: In addition to the scrolling arrows for the tabs, this gives the user the option to view all tabs in a dropdown for quicker access to view and select the tabs available
   

Note:
Carbon has a small section on triggering a new tab, but there is limited guidance and one image example

The solution

• Carbon to evaluate extensions to tab component
• Gather needs across Software (look at broader dashboard patterns)
• Consolidate SSW tabs extensions in to Carbon tabs component
