@sebworks had the idea of giving folks a heads up prior to merging PRs.

Current behavior

Bot merges PR.
Bot posts to chat "I just merged XXXXXX."

Desired behavior

Post "I'll be merging XXXXXX in five minutes unless someone says STOP".
Merge PR after five minutes if no one says "STOP".
If someone says "STOP" don't merge the PR and stop monitoring it.
