Fixes MQ-677

Per MQ-677 We need to add a queues info command to Wrangler so that individual queues can be inspected from the command line. This returns basic queue information like queue id, queue name, the names of producer and consumer scripts, and a curl command for http pull consumers (similar to what is in the dashboard).
