Create custom compas-open-scd class that extends from open-scd #323

This custom class should serve initially two purposes:

  1. A list of compas specific plugins is passed down to the open-scd tag with the current list of plugins that live in packages/compas-open-scd/public/js/plugins.json
  2. The render function is overwritten in order to include a custom compas-oscd-layout addon instead of the default oscd-layout (the details of this layout addon can be seen in Create compas-layout addon that extends from oscd-layout #316)
