Describe the bug

See https://github.com/conda-incubator/conda-store/actions/runs/11837487415/job/32984562611#step:9:1 for a failing run. After 60s, the test times out while waiting for a build to cancel.

Expected behavior

The build is canceled immediately.

How to Reproduce the problem?

The problem is intermittent; try running test_cancel_build locally first. So far it has been only seen on CI.
