In gfx/flags, if an ideology or cosmetic tag doesn't have a flag, it will fall back on the base flag for that nation.

Thus, adding a flag for an ideology or cosmetic tag that is the same as the base flag is pointless.

For example, if the ANG_totalist flag is the same as the base ANG flag, the ANG_totalist flag should be deleted.

Note this also applies to gfx\flags\medium and gfx\flags\small
