Add "learner's enrolment" section to the Kayunga education dashboard

Requirements

• Create sample data for this indicator for Kayunga district. Data should contain every Kayunga subcounty with data on primary and secondary schools for each year. Ideally, we'd go with the actual data, so perhaps check on that first.
• Add a bar chart showing the learner's enrolment over the years. It should have series for government and private data.
• Add a table showing the learners enrolment for government and private schools over the years

NB: Refer to the Masindi dashboard here.

• There's likely no coding involved in this task (maybe unless you're generating the test CSV/JSON programmatically). The charts and table should be configurable in the CMS via the state object.
• Since we're working with dummy data (most likely), the narratives should be simple and without detail.
