Hard-code which params we expect for each env. This is not for Passover 2024, since, outside of secrets, the practical value of “no values (just dynamic references) in templates” is minimal.

Cloud Formation currently doesn’t support dynamic references to SSM secure strings except for a limited set of resources, none of which I need.
