State estimation message type

Hello,

I would like to know the message type used in State estimation ?

i.e What is the Digital representation of measurement (SV) which is fed into the state estimator ?
Also are there any time constraint set for it like with IEC61850 messages
Message type 4 --> Measurement (SV) has time constraint of <= 3ms.
