Putting my 2 cents in before I'm out of office next week:
Below a certain breakpoint (probably the md breakpoint), the three elements of the search form could be configured to take up the entire width of the page body and stack on top of each other in a column. That's a pretty Bootstrap-y thing to do and might be straightforward to implement, though it might be tricky with the fine-tuning we've already done on those elements.
When a user is logged in, the utility links at the top have some awkward behavior at the md breakpoint. A few ideas come to mind, which could be implemented alone or in some combination:
