There aren't a lot of devs who do C++ and Typescript. Add ESLint and Prettier to help keep code quality, and provide feedback before checkin.

Added pre-push automated to apply these rules. When you push to a remote it will run the checks. If the checks fail the push to remote will fail. If the checks pass the push to remote will work.
