The feature is implemented in worldwide-asset-exchange/wax-blockchain@fd6e190

it allows an operator run a node that returns the CPU usage of a transaction, without broadcasting it via p2p. It will be great to have this option in the mainline.

More precisely, it allows sending an unsigned transaction, and it's dropped on the next-hop p2p neighbor.
