Home Directory Not Working with Config File

I understand that the configuration file should work in any of these directories: $HOME, %UserProfile%, or %HomeDrive%%HomePath%

However, mine still keeps coming up with the following error. Any ideas why it would not work?

E:\Development>vale Ascension_OpenAPI_Spec_Deparser.txt
E100 [.vale.ini not found] Runtime error

open : The system cannot find the file specified.

This actually needs to be %UserProfile%, as described here. I've updated the docs to reflect this.
