RFE: Ability to waive individual test failures

The idea here is that test states with NEED_INSPECTION are soft-failures which basically signal that a human needs to manually check it. With regards to bodhi it would be nice to have the feature be that these tests can be verified by any other user, at which point an individual test waive is submitted, as opposed to the current functionality where waive is submitted for all test failures and requires the authorization of the initial update submitter.
