Make language data an optional return.

Rendering new pages shouldn't require the entire language definition to be sent across the wire each time - maybe this is why page loads are becoming sluggish?

Make a URl param to allow language file return to be disabled
no language file to be returned would be ( ...../files.json?lang=false )

This would default to true, I guess? Needs some consideration, but at present we're returning an excess of langfile definitions.
