[FR]: Mergeable libraries support for pre-built xcframeworks

Description

Please consider adding an additional pipeline for Firebase, building all frameworks dynamically, and providing them with mergeable support: MERGEABLE_LIBRARY = YES.

It should be an alternative to the existing static frameworks, eventually having 2 zip files attached to the release.

See the discussion in #8945. We tried to add this support earlier this year, but found that Apple tooling does not support our use case that includes binary targets.
