Large Package Dependency ArchGDAL #37

Description

As mentioned here, we currently rely on ArchGDAL.jl for our CRS functionality, but this is a very large package dependency for a small amount of functionality. Our options include seeing if we can make our required functionality a package extension for ArchGDAL.jl or to use a smaller package that does the same thing, like GeoFormatTypes.jl
