Convert property templates to use correct local folder structure

Split from:

• Declarative deployment of a Sleeper instance and tables #3693

Description

We'd like the configuration template to match the local folder structure that we require when deploying an instance.

This would remove the need for a separate set of code to handle templates, and would demonstrate the correct folder structure.

Analysis

We can replace some of the code in DeployInstanceConfigurationFromTemplates with use of LoadLocalConfiguration.
