When not greyed out by Ghostery being paused, the following settings are also used:-
Ad-Blocking: On
Anti-Tracking: On
Never-Consent: On
Regional Filters: Off
Search Engine Redirection Protection: On
Experimental Filters: Off

In the "Websites" configuration settings, I have 3 white-listed web sites.
One is a financial services provider I'm not going to name
The other two are "forums.linuxmint.com" and "edition.cnn.com"

No changes to the "Trackers" / "Tracker Database" tab
No changes to the WhoTracks.Me tab

Symptoms:
With Ghostery active, navigate to YouTube.
Observe a clear white screen with a pop-up, bordered window with the text that begins "Before you continue to YouTube..." and then explanation of how YT uses cookies. The pop-up ends with 3 action buttons, "More options", "Reject All" and "Accept All"
Note that when pressing any of the buttons, the browser simply loops back to this screen
Even pressing "Accept All" returns to this screen.
When attempting to click through using one of the on-screen buttons, the browser refreshes as though it is very quickly moving through several different pages, almost as if the web sites are sending an http "redirect" to the browser. I haven't tried to capture this using e.g. WireShark to figure out what is happening, but it is too fast to follow with the human eye. If it might be useful to know and you can suggest a way to capture it, happy to try...

Viable Work-Around
Click on the Ghostery Icon in the FireFox main menu area
Click on "Open Ghostery Settings"
Change the "Pause Ghostery Option" from "off" (and greyed out) to "On" - which lasts for one day.
Return to YouTube
Observe the same Cookie Warning page
Select "Reject All" [the middle button]
Observe the screen clear and the YouTube Home/Search page appear...

According to the "Addons and Themes" options for my Firefox instance, Ghostery was last updated on September 2nd. It is entirely possible [in fact quite likely] that the issue experienced here was introduced with that update.

Note that I have only observed this issue with YouTube [so far]. The only other Google Services I use regularly are Maps and Search and I don't see any issues with either of those web sites.

I think/hope this is everything useful/relevant. Happy to test or provide additional diagnostic information if required.
