Enable a blacklist for do-not-pay sites

Users may decide they don't want to support specific sites if e.g. they subscribe to those sites (the old fashioned way) or think the site doesn't need their money. Let the users manage a blacklist of sites that are automatically excluded from all the payment contributions.
