ISSUE resp. DEVELOPMENT idea: providing separate numeric types for int and double (and further)

We would like to have the following types in HED800:

Primary issue: string / int / floating point / bool / date / time

Secondary issue: Maybe also provide Enumrations.

This is a generalization of issue hed-standard/hed-specification#19 which suggested integer values. I am merging that issue with this issue.

The primary suggestions of basic types will be eventually incorporated into the specification when the validation tools handle value classes.

Enumerated types are much less clear. I don't have a clear idea of how they would be incorporated using the current mechanisms or what they would be needed for. Suggestions here are welcome.
