Drop support for MacOS High Sierra, add support for MacOS Catalina #130

We aim to support the most recent two versions of MacOS; Catalina released today.

I believe this is currently blocked on support from Azure (https://developercommunity.visualstudio.com/content/idea/763854/add-macos-1015-catalina-to-microsoft-hosted-pipeli.html)

Still waiting on Azure - however the Mojave builds are working at present.
