cvortex now including vortex filaments

Cvortex now included:

• Vortex filaments
• An API for managing the accelerators
• Vectors span off as a small vectors library BSV - https://github.com/hjabird/bsv (available on branch of VCPKG https://github.com/hjabird/vckpg)

The interface will change. The capabilities will be extended. At some point there will be documentation. Just not yet.
