Navigation Allowed Without Saving Defined Project Area

Description: During project creation, in the "Define Area of Interest", if users draw an area on the map and click on "Next," without saving the drawn area they are still able to proceed to the next form. No error message is displayed to indicate that the area is required.

Expected Result:
Users should be unable to proceed to the next form without saving a defined project area. An error message should prompt users to save the defined area before advancing.
