Follow on from Address ODK concerns around solution for loading Entities by intent #1562

Describe the solution you'd like

We should create a polished PR with as many considerations covered as possible.
There should be thorough testing of the feature under different scenarios.
The PR should ideally be built on Launch forms via odkcollect:// links, with entity preselection odkcollect#2 (in the hotosm/odkcollect repo)
