Integration test to test launching of workers outside of the manager communicating via IPC

This one is not so important as most people would use the manager to launch the workers but technically you could launch the workers yourself and communicate via process so this is a low priority integration test

see #1554 as this would allow for the testing of caliper for areas without having to spin up a real backend blockchain to run the tests.
