Suggested renames:

Privacy best practices
https://besu.hyperledger.org/private-networks/how-to/use-privacy/performance-best-practices

Performance general troubleshooting
https://besu.hyperledger.org/public-networks/how-to/troubleshoot/performance

negotiable on the actual names, but

desired outcome is for the public page to come before the private page if you search for "performance"
