Building and documenting the API spec for the VDR Component, and creating a dummy InMemory Driver

Value statement

We are going to deliver the first phase of the VDR Component which is defining the base architecture for the VDR Component, its public API and Driver interface, together with this phase we'll also be including a very dummy but functional POC of a driver using inMemory.
