Starting up from a freshly cloned copy does not work without steps not outlined in the instructions. Specifically, the update-rpcapi script needs to run and the Nuxt dev server needs to be restarted.

The instructions should be updated to include this and we ought to adjust the bootstrapping so the extra steps are not necessary.
