A UI is needed for managing the active flag that will be added to RpcPerson for #144. This should:

  1. Allow active RpcPersons to be toggled to inactive
  2. Allow inactive RpcPersons to be toggled to active
  3. Hide inactive RpcPersons from lists by default
  4. Provide a mechanism to show inactive RpcPersons to allow them to be changed back to active

This UI should be accessible via the "Team" list at /team and/or individual RpcPerson pages at /team/

Some inactive RpcPersons will represent people who have died, so care should be taken to be respectful of this in language and phrasing choices.
